Answer: Yes, paper.
How big are the hearts in inches?
Answer: It’s been a while, but I recall the envelope was like a 4 or 4.5-inch square and the heart was a full fit inside it. I remember they were bigger than I expected for the price. I was happy with the purchase. 🙂
